About PropEval AI

PropEval AI is an AI-assisted proposal evaluation workspace built for government source-selection teams who need to evaluate vendor proposals with rigor, transparency, and audit-readiness. It streamlines the full source-selection lifecycle — from solicitation intake through consensus scoring to a final, defensible award recommendation — while preserving the procedural integrity required under FAR Part 15 and agency-specific source-selection procedures.

The platform is designed for government source-selection evaluators, evaluation committee chairs, contracting officers, and the formal evaluation committees that review competitive proposals. A committee chair uploads a solicitation document and PropEval AI uses AI to extract the evaluation framework — criteria, weights, rating scales, and mandatory requirements — which the chair reviews, edits, and locks. Vendors' proposals are then uploaded and analyzed by AI against that locked framework, producing a scored criteria matrix with evidence citations and a compliance gap report. Evaluators score proposals independently in a private workspace, with AI recommendations available as a reference, and the chair reconciles those scores into a consensus result with a comparative ranking and award recommendation. Every scoring event, override, and comment is captured in an immutable, reviewer-attributed audit trail so the final decision is protest-defensible.

PropEval AI is built and maintained by the team behind GovWinPro.net, a platform serving government procurement professionals. It is offered as an extension of the GovWinPro.net ecosystem, bringing AI-assisted evaluation capabilities to the same community of contracting professionals who already rely on GovWinPro.net for market intelligence and opportunity management.
